Luis Agurto Sr. is founder and CEO of Pestec of San Francisco and Antioch. He has worked for the family-owned pest control business since 1986. Mr. Agurto is a member of the Pest Control Operators of California, and serves on the Technical Advisory Committee of the IPM Institute of North America.

Cris Arzate, of Los Angeles, is the Program Director for One Economy Corporation. The Bring IT Home California program cultivates collaborative and sustainable digital inclusion programs in nine underserved urban and rural areas throughout California. Mr. Arzate has directed numerous collaborative programs within the non-profit, K-12 and higher education sectors. He is the founder of TWELVECO, a community development consultancy that provides professional services to the small business, nonprofit and higher education sectors. Mr. Arzate received his Bachelor of Arts from U.C. Berkeley and is an alumni of the Coro Foundation Fellowship in Public Affairs and the Management Development Program at Harvard University. His dedication to public education and civic engagement earned him an appointment by the President of the Board of Education for the Los Angeles Unified School District to the Human Relations, Diversity, and Equity Council where he serves as Interim Chair. In his spare time, he enjoys fishing and golfing with family and friends.

Terrel Combs-Ferreira of Vacaville, is currently the Deputy Ombudsman for the Air Resources Board (ARB). In this capacity, she provides technical assistance and policy directions on environmental regulations. Prior to joining ARB in 1992, Combs-Ferreira was Senior Design Assurance Engineer for General Dynamics from 1989 to 1992 and Design Assurance Engineer for Allied Signal Corporation from 1986 to 1989. She earned her Bachelor of Science Degree in Mechanical Engineering from California State University of Long Beach. She is a member of Delta Sigma Theta Sorority, Inc. and the National Forum for Black Public Administrators.

Jean Melton of Pleasanton, was the first female industry member to serve as President. She has been President of Big Valley Termite Control Inc. since 1989 and prior to that, was with Hometown Termite Inc. Ms. Melton is a member of the Pest Control Operators of California (PCOC), was spotlighted in their Fall 2002 magazine, and is the first woman Chairperson of PCOC's Bay Area District. She earned her Operator's License for Branch 3 Structural Pest Control in December 1992.

Bill Morris is the owner and operator of Pennisi's Delicatessen of Sacramento, a fixture in the history of downtown Sacramento (which he purchased in 1977). He has participated in the Downtown Merchants Association and was active in the planning growth of the J Street corridor. He was owner of Pennisi's Café, also in Sacramento, from 1984 to 1992. Formerly an executive with the Weinstocks Corporation, he managed several of its stores, including the K Street location. Born in Greece, he maintains family and varied interests in that country. In Sacramento he remains part of the Annunciation Greek Orthodox Church, having served on its Parish Council, and he participates in its community projects. Mr. Morris attended schools in San Francisco and served as a member of the United States Army Reserves.

Clifford Utley of Yucaipa, is the Board's president. He is president of Cliff's Pest Control, Inc., and has worked for the family owned business since 1994. Prior to his career in pest control, he was a journeyman sheet metal worker and an apprentice sheet metal worker for the Santa Fe Railway from 1972 to 1992. He is a member of the San Bernardino, Highland, Redlands and Yucaipa Chambers of Commerce and serves on the Board for the California State University, San Bernardino Athletics Association.
